Wisconsin Partnership for Housing Development

About Us

Founded in 1985, the Wisconsin Partnership for Housing Development seeks to improve access to affordable housing by developing housing, providing consulting to local nonprofits developing housing, and by administering financing programs that provide down payment and rehab assistance to low income households. Development: In 2015 we continued to focus on the purchase, rehabilitation and resale/rental of foreclosed homes in existing neighborhoods in Madison and Janesville. This type of development assists in neighborhood revitalization and provides housing for lower income families. Our development activities in Madison are frequently done in partnership with job training programs, providing opportunities for at risk youth to learn construction skills. Program Administration: In 2015, WPHD administered the Down Payment Plus program for the Federal Home Loan Bank of Chicago. This statewide program provided $6,000 forgivable loans to households to purchase the home of their choice. Over 800 households were served by this program; since WPHD began administering this program, we have distributed over $50 million to more than 9,000 households. WPHD administers programs in five Wisconsin counties that provide rehab loans to homeowners, loans which enable the elderly to stay in their homes longer, improves neighborhoods, and results in safe, healthy and energy efficient homes. In 2015, we provided loans to 50 households; since we began administering these programs over 300 households have been assisted. in 2015 we began administration of lead hazard grants to households with children to reduce incidence of lead poisoning in children. Consulting:The Partnership assists communities and nonprofits to develop programs that improve housing and access to affordable housing. We have provided technical assistance to states and communities across the United States, and assistance to local communities across Wisconsin as they seek to meet affordable housing need
